The Wali Wiru ‘good homes’ program provides culturally sensitive intensive tenancy management and support to new and existing Aboriginal and Torres Strait Islander SA Housing Trust tenants who have moved from remote communities to metropolitan Adelaide and Port Augusta.
The SA Housing Trust Wali Wiru team work in partnership with the SA Housing Trust Anangu Pitjantjatjara Yankunytjatjara lands team. They also work with relevant sector partners in the Anangu Pitjantjatjara Yankunytjatjara lands and various other government and non-government organisations – for example, Port Augusta Community Outreach, Kuralana Tampawardii.
The Wali Wiru program is managed in line with the Customer Specialisation program delivery framework.
This policy sets out who can be considered for the program and how tenancies are managed.
Participant identification
SA Housing Trust staff identify existing SA Housing Trust tenants or customers currently being considered for an offer of housing that are suitable for the Wali Wiru program based on meeting all the below criteria:
- be an Aboriginal or Torres Strait Islander person
- come from Anangu Pitjantjatjara Yankunytjatjara lands or other remote areas
- have identified cultural barriers – for example, limited or no spoken English, no established formal or informal supports in Adelaide or Port Augusta.
SA Housing Trust staff refer potential participants to the Wali Wiru team for consideration and acceptance into the program.
Managing tenancies
New tenants in the program are offered an initial 6 month short fixed term lease with the possibility of a further 6 month short fixed term lease. After 12 months, tenants are rolled over to a standard fixed term lease in line with the probationary and fixed term lease agreements policy.
Existing SA Housing Trust tenants accepted into the program will remain on their existing fixed term lease.
The SA Housing Trust may end the lease agreement, or another lease agreement may not be offered if the tenant breaks the conditions of their lease agreement.
Supporting tenants
Port Augusta Wali Wiru program tenants are managed by a regional Housing Officer with support from a Wali Wiru Tenancy Practitioner.
Metropolitan Adelaide Wali Wiru program tenants are managed by a dedicated Wali Wiru Housing Officer and Tenancy Practitioner.
Support is tailored to the needs of the customer and their household.
The program assists the tenant through coaching and education to build their capacity to self-manage their tenancy and achieve goals identified as a reason for moving from remote areas – for example health, education, safety, family or for better opportunities.
The level and length of support is subject to the tenant’s changing needs and may reduce as the tenant builds their own capacity to self-manage.
Exiting the program
Tenants who consistently achieve ongoing tenancy self-management may be exited from the Wali Wiru program and remain housed in their existing SA Housing Trust property with the same lease agreement conditions.
Tenants can request to exit the Wali Wiru program at any time and remain in their tenancy.
