Pre-qualification for SA Housing Authority

The SA Housing Authority (“the Authority”) is committed to maintaining an effective relationship with the building and construction services industry and enhancing its opportunities whilst improving the outcome of the Authority’s projects.

The Authority established a Pre-qualification list for builders (“Pre-qualified Builders List”) and construction-related professional services for suppliers (“Pre-qualified Professional Services List”) to ensure that all prequalified builders and suppliers have the appropriate skills, capacity, capability, and accreditation to undertake the work in accordance with the requirements of the Authority. The Pre-qualification mechanism allows for streamlined procurement processes and ensures any associated engagement risks are either mitigated or minimised.

Pre-qualification requirements

The Authority will assess a builder or supplier’s pre-qualification application on insurance requirements, technical ability and experience, financial capability, quality assurance (including WHS requirements), legal & litigation and acceptance to the draft agreements to be utilised as part of all procurement engagements under the relevant Pre-qualification list.

The application process does not give rise to an invitation or amount to a process contract, nor award commitment to construction projects or professional services engagements.

Who can apply

Any builder or supplier may apply to join a Pre-qualification list category at any time. To be eligible, the builder or supplier must be a South Australian business in accordance with Treasurer’s Instruction 18 – Procurement:

“A business is a South Australian business in relation to a procurement if the business operates in South Australia and more than 50% of the workforce delivering the contract resulting from the procurement on behalf of the business are residents of South Australia.”

Step 1

Step 2

Complete and submit only the following documents, separately to HousingProcurement@sa.gov.au. ✉

Note: no other information is required for assessment, unless otherwise requested.

  1. Form A – Pre-qualified Builders List Application Form (refer to ‘Specification and Guide to Becoming a Pre-qualified Builder v1.0’ and ‘SA Supply Chain – SA Manufactured Products’)
  2. Form B – Statement of Intent (Builders List)
  3. Supporting documents, including:
    1. Copy of current builder’s licence
    2. Copy of independent ‘Financial and Credit Risk Assessment Report’ on the registered business that is dated no more than 6 months.

Step 3

Once your application has been reviewed and evaluated, the SA Housing Authority will contact the supplier’s authorised person advising them of the outcome of the application.

What happens next?

The Authority will aim to process your application within 10 business days. You will be informed if there any delays in assessing your application and if any clarification of information is required.

Note this application process does not give rise to an invitation or amount to a process contract, nor award commitment to new construction projects.

If unsuccessful in your application to be registered on the pre-qualified list, this does not preclude you from re-applying in the future, nor participating in open call tenders, released by the Authority via the SA Tenders and Contracts website.

Having a Pre-qualified Builders List enables the Authority to undertake more streamlined and consistent tender processes for new construction projects. The approach to the pre-qualified list is via a selective Invitation to Supply (ITS) detailing the Authority’s requirements, including a standard form of construction contract(s) for the successful tenderer to engage under.
